Hi, snowy! Welcome to the party. Thank you for finding this thing that no one else has seen.
Try the hotfix below and look for the literal translation of what may go here instead of the numbers you saw. It's "Gust!!"
; String: 0
; とっぷう!!<end>
Gust!![end]
Yeah, I know it's not much, but it could be the tower has air currents that are forcing you back. If this works in these instances but you can make a better suggestion regarding the wording for this string (assuming it's the correct one and fixes the problem) feel free to suggest better and more dramatic phraseology.
Thanks!

That was easy enough! As for what text should go there, that is a more difficult question. I don't recall the game ever mentioning neccessary items like the Magma Stone or the Heavy Stone in dialogue, but when I tried to enter the Magma Stone area without it the simple text (paraphrasing) "Yeeouch, it's hot!" was enough for me to understand that I needed something. I think something like the old video game staple "A strong gust blows you off your feet!" would be effective enough to trigger in most players minds a memory of "Oh, I probably need something here". It's a matter of whether or not the player will know to check under the sea to find the item though, as opposed to the Magma Stone which was in the dungeon itself. That's an issue with the game design, however, rather than a translation issue. I remember bringing up the gamefaq for this, and the author didn't even realize an item was needed!
I don't know what character limits you're working with but I think you get the idea!
