Whenever any character would level up it would state a bunch of their stats increased, including HP, but later when I would check after the level up they always seemed to have the same HP amounts. At least my main character. He remained at 65 HP for the entire game, which made a few missions rather difficult, including the last one and I think mission 17 with that huge gas cloud. Are hP amounts supposed to be static?

Beat the game this morning, so I guess it does not matter, but was this an issue unique to my playthrough?

Can't remember this happening to me, and you are the only person to report this, so I'm hoping it's an isolated incident... I'd look into it more, but I barely have enough time these days to check the forums, so I'll have to remember this for later :/

The units' HP definitely seems to be a fixed stat. The actual HP of a unit is listed as "Shield" in the status menu (it's the same in the original Japanese version as well). This number never changes despite the fact that your HP goes up as you gain levels. My guess is that either this was something that was removed before the final version of the game was released or it might be some sort of secret stat that affects a unit's defense somehow.
